A Certificate of Nonexistence of Record (CNR) is an official federal document confirming that a specific record does not exist in a U.S. government agency’s files. It is commonly issued by U.S. Citizenship and Immigration Services (USCIS) and is often required for dual citizenship applications, foreign probate matters, court proceedings, or immigration-related cases abroad.
Because it is a federal document, it must be apostilled by the U.S. Department of State Office of Authentications in Washington, D.C. State-level apostilles are not valid for federal records.
If the destination country is a member of the Hague Conference on Private International Law Apostille Convention, an apostille is required. If not, embassy legalization may be necessary.
